Starting from July 29, 2025, Canadian Immigration, Refugees and Citizenship Canada (IRCC) will automatically include officer decision notes in refusal letters for certain application types. This change makes it easier for applicants to understand why their visa or permit was refused—without needing to file a separate Access to Information request (ATIP). The policy applies to the following types of refusals:
Temporary Resident Visas (TRVs) – such as visitor visas, but excluding eTAs and Temporary Resident Permits (TRPs)
Visitor Records (extensions of stay)
Study Permits
Work Permits Moving2Canada+1Immigration News Canada+1ICC Immigration Inc+4Government of Canada+4Immigration News Canada+4
Not included:
Electronic Travel Authorizations (eTAs)
Temporary Resident Permits (TRPs)
Applications submitted via the new IRCC PortalImmigration News Canada+3Government of Canada+3ICC Immigration Inc+3
If one of your eligible applications is refused, IRCC will send a refusal letter along with the officer decision notes, addressed to you or your authorized representative. You don’t need to ask or pay extra. The Times of India+12Moving2Canada+12ICC Immigration Inc+12
However, note that parts of the notes may be redacted for privacy, security, or legal reasons. Moving2Canada
More Clarity
Before, refusal letters were vague—often saying only “does not meet eligibility requirements.” Now you get a clearer breakdown, such as missing documents, poor financial evidence, or concerns about your intent to return home. visavio.ca+4ICC Immigration Inc+4Immigration News Canada+4
Better Next Steps
With specific feedback, you can fix issues (e.g. weak study plan, unclear finances) and reapply with confidence.
Save Time and Money
Previously, people had to file ATIP requests that cost CAD 5 and took weeks. Now you get feedback automatically—no waiting, no extra cost. FWCanada+12Moving2Canada+12The Times of India+12Immigration News Canada+1visavio.ca+1
More Trust in the System
IRCC’s move to be more transparent builds confidence in immigration decisions and helps applicants feel informed. Immigration News Canadavisavio.ca+2ICC Immigration Inc+2Immigration News Canada+2
Not available via IRCC Portal: If you applied using the new IRCC digital portal, you won’t receive these notes. Consider applying via traditional channels if this feedback matters to you. ICC Immigration Inc
Possible Redactions: IRCC may redact sensitive parts of the officer’s notes.
Quality Can Vary: Some notes may be short or generic, offering limited detail to act on.
Check Application Type
Make sure your refused application is one of the eligible types (TRV, visitor record, study or work permit).
Read the Officer Notes Carefully
Look for clear issues like missing or unclear documents, weak financial proof, or lack of study/work plans.
Identify Gaps
For example:
Did your study permit application offer an unclear academic purpose?
Did your visitor visa lack proof of strong ties to your home country?
Plan and Prepare
Collect stronger evidence:
Bank statements showing consistent funds
Detailed study plans or employer letters
Proof of property, family ties, or return intent
